Of the more than 5,300 foreign workers in Vung Ang Economic Zone, Ky Anh District, northern Ha Tinh Province, nearly 3,000, mostly Chinese, have yet to obtain a work permit, the Ha Tinh Economic Zone Management Board reported.

>> Thousands of Chinese work without permits in Vietnam>> New rules on work permits for foreigners>> Foreigners must have work permit before arriving in VN: bill By the end of September 2014, the total number of foreign workers in the zone is 5,321, including 3,680 Chinese, the board said.

Of these foreign workers, only 2,340 have been granted work permits, which means nearly 3,000 foreigners, most of them Chinese, are working illegally in the zone. The board said it is coordinating with the management of the Formosa, a large construction project in the zone, to issue name cards to workers to control their entry in and out of the construction sites there. Foreign workers that are granted work permits will be given a name card, the board said. It also emphasized that foreign workers without work permits will be expelled. “Workers meeting required procedures will be granted a work permit, which will be valid for 6 months or 1 year, depending on the type of workers,” the board said. Nguyen Thi Hai Van, director of Employment Department, under the Ministry of Labor, Invalids and Social Affairs, noted that under a governmental decree, all foreign workers must obtain work permits before they come to Vietnam to work. Thus, the employment of foreigners without work permits is against the law and must be stopped, Van said. "No matter how many foreign workers needed to be recruited by employers in Vung Ang, and no matter how many of them have been approved, any foreign worker in Vietnam must have a work permit,” the official said. Currently, the total number of foreigners needed to be employed by 13 companies and 30 contractors in the Vung Ang Economic Zone is 11,006, of whom 10,820 have been approved, the Ha Tinh Economic Zone management said.
