In Vietnam, resident required to get permit to build chicken coop

A resident in the northern Vietnamese province of Cao Bang has got confused as he was requested to obtain a building permit for constructing a simple chicken coop.
Hoang Quang Uyen, a writer whose real name is Hoang Duong Quy, has submitted a letter to Nguyen Hoang Anh, secretary of the provincial Party Committee, to report the case.
Uyen stated that he began building a row of brick walls, 25 centimeters high and 45 meters long, on April 13 in order to construct a henhouse afterward.
During the construction, Le Hong Ha, chairman of the People’s Committee in Song Bang Ward, Cao Bang City, along with some other officials, came to Uyen’s house and ordered the man to cease building the row of walls because he did not have any permit.
“The chairman said that building a pig house, a chicken coop, or even laying a brick with cement requires a permit,” Uyen said.
The resident then arrived at the headquarters of the local People’s Committee to fill in a form for the formal permission, which was then directed to the Office of Urban Management.
“The committee also issued a document stating that my type of ‘construction’ requires a permit, and that individuals and organizations must notify competent authorities before laying even a brick that is connected to the ground,” Uyen recounted.
On May 25, the Office of Urban Management sent a letter to Uyen, informing him that they could not grant him the building permit as “current regulations do not include specific guidance on such type of construction.”
The office stated that it would coordinate with the Cao Bang Department of Transport and the provincial Department of Construction to arrive at a conclusion, ordering Uyen to wait in the meantime.
On June 7, the office announced that no building permit could be granted to Uyen as the chicken coop did not have a clear position in the land lot while the ground was not stable for the shed.
“It took nearly two months for about four state agencies to handle the construction of my chicken coop,” Uyen grumbled.
