The State Audit of Vietnam (SAV) will focus on auditing state-run economic groups and commercial banks in 2013 to contribute to the restructuring and growth model-changing process, head of the institution Dinh Tien Dung said at the National Assembly Standing Committee meeting Wednesday. Dung said that SAV will strengthen auditing on those groups related to economic restructuring, especially projects and construction funded by public spending. In evaluating the auditing plan, the Standing Finance and Budget Committee emphasized that SAV should audit the state-run groups that are operating with losses and on the verge of collapsing, as well as those with declined business effectiveness in the last few years. “SAV should also run a scanner on those which have been audited in previous years to see how their restructuring processes have been going,” the committee said. The committee also reminded SAV to add into the auditing plan some groups that have recently attracted public attention with their operations, such as PetroVietnam, the Electricity Group of Vietnam (EVN), and Petrolimex. Meanwhile, Chairman of the NA Judicial Committee Nguyen Van Hien said SAV should take into consideration that, while a great deal of corruption and wrongdoings in inspectorate tasks in Vietnam have recently been discovered by the public or the media, it has not been reported by the audit authorities. “It’s a big question,” he said. Under the law, state audit authorities have to report to the inspection authorities if they unearth any wrongdoings, but in the last few years SAV has not reported any cases, he added. Sharing the view, Vice President Nguyen Thi Doan said, “Those who caused huge losses of the state budget and assets should be reported to the investigative authorities.”
