The Ho Chi Minh People’s Committee announced Monday its decision to accept TOEFL, TOEIC and IELTS scores in applications for the civil service exams used to select employees for public agencies in the city.
Earlier, the committee asked the municipal Department of Home Affairs to offer an explanation after a number of candidates who applied for the 2014 civil service exam complained that their profiles had been rejected by the department, which administers civil service exams.
Le Hoai Trung, standing deputy director of the department, said that the city’s formal regulations only require candidates to add a certificate which indicates their foreign language command has reached the second level of the country’s A-to-C scale to their applications.
TOEFL and TOEIC scores cannot be used to replace that certificate, Trung asserted, adding that there is no official rule regarding the issue.
After taking the matter into consideration, the People’s Committee – which is the municipal government – decided that the certificate of the second level of the country’s A-to-C scale can be replaced by one of the following certificates: TOEFL 400 PBT or 42 iBT, IELTS 4.5, and TOEIC 405 or higher.
The committee also added that such scores as TOEFL 347 PBT or 19 iBT, IELTS 2.0, TOEIC 255 or higher can serve as a substitute for the country’s A-Level Certificate.
The People’s Committee has also requested the city’s Department of Home Affairs to notify related agencies of its latest decision to guide candidates in completing their applications.
