Ho Chi Minh City proposes penalty for Chinese-run clinics

Health inspectors in Ho Chi Minh City have proposed penalties on several clinics run by Chinese doctors after discovering serious violations at their facilities.

Inspectors under the municipal Department of Health have submitted a report to the Ministry of Health, proposing multiple punishments on the private infirmaries.

Following denunciation by local citizens and Tuoi Tre (Youth) newspaper, the city’s inspectorate have carried out examinations at the facilities and uncovered multiple violations.

One traditional medicine clinic operated by the Mai Anh company was requested to be fined VND65 million (US$2,905) and to have its business license suspended for four and a half months for employing doctors without certification or competent interpreters.

Another establishment managed by the Cong Hoa company was to face VND84 million ($3,754) in penalties for carrying out advertisements without confirmation from competent authorities, insufficient medical records, incompetent interpreters, and a lack of necessary equipment for running appropriate health services.

For similar reasons, a VND139 million ($6,213) fine and a four and a half month suspension were to be slapped on the Hong Bang polyclinic in District 6.

Another polyclinic in District 10 had a VND308 million ($13,767) penalty proposed for offering services that exceeded the expertise of doctors, employing clinicians without proper certification, not listing medical fees, advertising without confirmation from competent authorities, and a lack of necessary equipment for running a health service.

The facility was required to cease operations for four and a half months while profiles of the Chinese doctors were set to be transferred to the municipal Department of Police for supervision.

Five Vietnamese practitioners were also recommended a fine of VND35 million ($1,564) each for ‘leasing’ their professional certificates to the Chinese-run clinics.

Four doctors from China were also to be penalized by similar amounts for performing their jobs without legitimate certifications.

Three other polyclinics were also expected to be punished for their offences, with specific penalties to be determined after the city inspectorate discuss with their equivalents from the Ministry of Health.

Several Tuoi Tre reporters disguised as patients probed the medical quackery conducted by these Chinese-run private clinics in March, noting that the scammers often exaggerated their patients’ illness to overcharge them.

Many victims also shared their experience at these facilities, stating that their health conditions were not alleviated after paying a considerable amount of money.
