Former OceanBank branch director in Hai Phong arrested for fraud

A former branch director at a major private bank in the northern city of Hai Phong, along with two other officials, has been arrested after being at large for nearly two weeks.

Tran Thi Kim Chi, 43, ex-director of OceanBank branch in Hai Phong City, Le Vuong Hoang, 36, a former surveyor, and Nguyen Thi Minh Hue, 35, an ex-official of the institution, were captured while hiding in Ho Chi Minh City, investigators from the Ministry of Public Security confirmed on Tuesday.

The three were wanted by police officers on September 13 for fraud and appropriation of property.

Prior to the arrest warrant, over 20 clients of the bank were terrified of being unable to withdraw money from their savings accounts, most of which had been open since 2012.

During several meetings between customers and leaders of the lender on September 7, 8, 11, and 15, the losses were estimated at VND500 billion (US$21.8 million).

An internal investigation revealed that information on the savings accounts did not match their system data in terms of name and funds.

Meanwhile, Chi, Hoang, and Hue had not arrived to the office and could not be reached via their phone numbers.

The suspicious activity was reported to the authorities in support of the investigation.

OceanBank has recently been at the center of media attention after its former chairman, Ha Van Tham, and 50 other bankers and businessmen, most of whom worked at the lender, were accused of illegally approving loans worth US$23 million in 2012.
