PM demands tests on school subjects taught in foreign languages be given in Vietnamese

Vietnamese Prime Minister Nguyen Tan Dung has approved the regulations dictating that school tests onsubjects taught in foreign languages be given in Vietnamese.

The regulations were prepared to govern teaching and learning in foreign languages at local educational institutions.

One of the rules says that tests for subjects and programs at schools must be in Vietnamese, even when they are taught comprehensively or partly in foreign languages.

Moreover, students can take the tests in foreign languages to get extra marks in accordance with the guidance of the Ministry of Education and Training.

People who teach foreign languages must have their command meet the requirements of the teaching programs.

Specifically, high school teachers must have certificates in foreign languages which are at least two levels higher than students after they finish their programs.

The certificates are based on the national six-level framework of reference for languages, which is basically equal to the levels from A1 to B2 in the Common European Framework of Reference for Languages, or equivalents.

The Common European Framework of Reference for Languages is a guideline used to describe achievements of learners of foreign languages across Europe and, increasingly, in other countries including Vietnam.

The framework has six levels: A1, A2, B1, B2, C1, and C2, listed in ascending order.

The regulations also stipulate that books and studying materials in foreign languages must be approved by educational departments.
