Vietnam’s central city willing to purchase feasible ideas from residents

Authorities in the central city of Da Nang have said that they are willing to buy ideas applicable to public management from local residents, or they will create mechanisms and conditions to help the thinkers find potential investors to realize their suggestions, a senior official told Tuoi Tre (Youth) newspaper.

Those ideas and suggestions, mostly sent to Da Nang officials via email or Facebook, will be transferred to relevant departments and units to examine their feasibility and efficiency, said Huynh Duc Tho, chairman of the local People’s Committee.

Once finding that those ideas and propositions are feasible and efficient enough, the departments and units will discuss and cooperate with one another to carry them out, Tho told Tuoi Tre.

The city is willing to purchase any idea regarding any issue, from the traffic safety problem to urban culture and security matters, based on the level of efficiency, he said.

The Da Nang government welcomes all initiatives and will ask relevant state agencies to consider them very thoroughly, Tho added.

On September 26, the Da Nang Department of Culture, Sports and Tourism discuss with other competent bodies how to implement an idea about tourism development by the end of 2015, he said.

The discussion was held following the request of chairman Tho, who received the idea in August.

He also got some other ideas and suggestions that same month, which focus on the three-dimensional digitization and visualization of many specimens and artifacts of Da Nang’s museums, the development of badminton, and the introduction of an online ticket system for a would-be stadium.

There are also recommendations about the cost estimation for the construction of a road decorated with myrtle flowers in Son Tra Peninsula.

Tran Chi Cuong, deputy director of the Department of Culture, Sports and Tourism, told Tuoi Tre that his agency has asked its divisions to take account of many proposals upon request by the People's Committee.

There are good propositions but they have to be considered to make sure they suit the actual conditions of the city, he said.

Cuong elaborated that the department has worked with travel agencies on implementing a proposal for a city tour using double-deckers.

Some investors have been discussing with a car assembler the production of such buses, the deputy director said.

As for the idea of building a road decorated with myrtle flowers in Son Tra, Cuong said the department will submit to the local administration a pilot plan to build about 300m² of the road in the coming time.

According to the Department of Science and Technology, it is currently drafting a new law to replace an older one dating back to 2009 on allocating funds from the city’s budget to scientific and technological projects.

In particular, the department has added clauses on funding for suggestions or initiatives that have been approved by the Da Nang government for implementation.

Many of the proposals sent to Da Nang officials are from young people.

Le Cong Phuc, a 33-year-old resident of Thanh Khe District, have submitted a dozen such propositions. When the Facebook page of the Da Nang urban management unit was launched, Phuc began to mention things like power outages.

After Tho, the chairman of the People’s Committee, publicized his email address, Phuc sent to him a few ideas about the installation of a solar system for administrative buildings and a 3D digitization plan for museum specimens and artifacts.

One of the successful projects implemented following Da Nang citizens’ ideas is the fish-shaped manhole cover that can prevent awful smells from coming out and trash from coming in.
