-- The framework agreement for a Code of Conduct (COC) in the East Vietnam Sea was agreed upon by foreign ministers of ASEAN (the Association of Southeast Asian Nations) member states and China during their meeting in Manila, the Philippines on Sunday.

-- Following heavy rains, scorching heat is forecast to overwhelm northern Vietnam, including Hanoi, with temperatures between 35 and 37 degrees Celsius, according to the National Center for Hydro-meteorological Forecasting.

-- Police in Hanoi have arrested a 24-year-old man for hitting a police officer with a golf club after being pursued for his traffic violations.

-- The Department of Transport in the central city of Da Nang on Sunday morning worked with a driver from Hai Van Taxi Line who had overcharged a tourist from South Korea. The cabbie had demanded VND700,000 (US$31) while the actual fare was VND60,000 ($2.65).

-- Police in the Mekong Delta province of Vinh Long on Sunday apprehended Truong Khac Kiet, 37, for beating a 52-year-old man to death over their conflicts.

-- Two suspects from the Mekong Delta province of Soc Trang have been arrested for dog theft and shooting a police officer in late July.

-- Police in Soc Trang Province on Sunday broke up a ring that had tricked local residents into paying large amounts of money in return for being able to work in the United States.

Business

-- Statistics from the General Department of Vietnam Customs showed that country’s fertilizer exports in the first half of 2017 were worth $125.3 million, up 36.37 percent year-on-year.

-- As Chinese authorities increased tax duty on glutinous rice imported from Vietnam, Chinese buyers have been paying less money for the product to make up for the tariff, which does not benefit Vietnamese producers. Glutinous rice’s price has dropped from $480 to $430 per metric ton.
