Vietnam’s 12th Party Central Committee convened its third plenary meeting on Monday in Hanoi, during which candidates for top leadership positions were endorsed.
The plenum, which is scheduled for July 4 to 8, was chaired by General Secretary of the Communist Party of Vietnam Nguyen Phu Trong, the Vietnam News Agency reported.
The agenda of the gathering included preparing the candidate list for the three key leadership posts, namely State President, Prime Minister, and Chairman of the law-making National Assembly, along with the 34 leaders of state agencies for the 2016-21 period.
“During the second meeting of the Party Central Committee in March, delegates reached consensus on high-ranking personnel in order to carry out the new Party resolution,” General Secretary Trong stated.
Members of the previous National Assembly also cast their vote for the leadership posts during its 11th meeting in March, the Party chief continued.
As the Vietnamese people had finished voting for the legislative body of the new five-year term (2016-21) during the national voting day in May, the Party Central Committee was charged with the endorsement of personnel work, whose results will be presented to the new National Assembly.
The Politburo, the most powerful arm of the Vietnamese political system, has recommended that the candidates for the positions of State President, Prime Minister, and National Assembly Chairman, as well as the 34 leaders of state agencies, should not be re-elected by the committee.
This means the current holders of those posts, which were presented to and approved by the National Assembly of the previous tenure, will be introduced to the legislative body of the current term.
Meanwhile, candidates for the remaining 13 positions, which have yet to be prepared in the previous plenum, will be voted on by the delegates before being submitted for consideration by the nation’s legislative body as per standard procedures.
During the plenary meeting, General Secretary Trong also addressed issues regarding working regulations of the Party, according to Vietnam News Agency.
The working regulations of the Party Central Committee, the Politburo, the Secretariat and the Commission for Inspection should be specific, cohesive and practical, ensuring democracy will be further promoted and discipline will be maintained.
It is necessary to improve the capacity and efficiency of the Party’s leadership and to promote the autonomy, creativity and responsibility of other organizations in the nation’s political system, the Party chief stated.
