Committee urges lifting kite-flying ban in Nha Trang

People have been banned from flying kites at Nha Trang beaches without permits issued by the Department of Culture and Sports of Khanh Hoa Province since 2015

The Culture and Society Committee of the People’s Council in Khanh Hoa Province, south-central Vietnam has recently proposed abolishing a longstanding regulation that prohibits kite flying at beaches in Nha Trang City, citing its non-compliance with national laws.

The kite-flying ban is part of the Nha Trang beach and coastal park rules issued by the People’s Committee of the provincial capital city on October 5, 2015.

Accordingly, the Nha Trang People’s Committee instructed individuals to seek permission from the Khanh Hoa Department of Culture and Sports to fly kites at local beaches.

In response, a leader from the department commented that it does not make sense to go through an entire procedure just to issue permits to individuals or children who simply wish to fly kites for recreational purposes at Nha Trang beaches.

In a June review, the Culture and Society Committee of the People’s Council of Khanh Hoa Province criticized the Nha Trang agencies responsible for managing local coastal parks and beaches for conducting licensing activities that are not required by the established administrative procedures.

The committee further noted that the regulations issued by the Nha Trang People’s Committee, while appearing to be internal rules, actually integrate legal elements and have broad impacts on numerous parties over an extended period, which is not in accordance with the law.

Therefore, the Culture and Society Committee of the People’s Council of Khanh Hoa Province has urged the provincial People’s Committee to review and repeal the Nha Trang administration's regulations for Nha Trang beach and coastal parks.
