Ho Chi Minh City authorities want local providers of “sensitive services” to commit to not turning their premises into a place for sex.

In Vietnam, 'sensitive services' refer to karaoke bars, massage parlors, “dim-light” cafés, and the likes, as these places are ideal for illegal sexual acts such as prostitution, with female attendants willing to sexually satisfy customers.

The Ho Chi Minh City social affairs department has therefore proposed that those establishments be made to sign a commitment that they will never let such illegal acts to happen at their places.

The proposal has received approval from the city’s administration.

According to the proposition, such service providers are required to ensure that they have properly staff recruitment and management, and not tolerate sexual acts or prostitution at their places.

The social affairs department will cooperate with district-level administrations citywide to oversee the commitment fulfillment of those service providers.

In the meantime, the social affairs department in Hanoi has also put into use a prostitute-control software program in several districts under a pilot scheme.

The software is meant to form a database to keep track of sex workers in those areas for better supervision, Phung Quang Thuc, chief of Hanoi social vices prevention agency, said.

There are some 2,000-3,000 sex workers in the capital.
