Ministry urged to report on high-rise built near Ho Chi Minh Mausoleum

Prime Minister Nguyen Tan Dung has urged the Ministry of Construction to submit a report on a nearly-completed high-rise that has been built taller than what is allowed in an area close to the Ho Chi Minh Mausoleum in Hanoi. PM Dung took the move after the Hanoi People’s Committee submitted a report to him on checking the compliance with regulations on architecture, investment, and construction by the building's developer, Le Truc Garment Joint Stock Company. The complex, which remains under construction, has 19 floors above the ground and four basements, and is located at 8B Le Truc Street, Ba Dinh District, about 400 meters away from the Ho Chi Minh Mausoleum.  It is now 69 meters in height, including 53 meters for the above-ground structure and 16 meters for the underground basements. Compared to the license issued to the project by the Hanoi Department of Construction in March 2014, the building is 16 meters higher than the allowed level and its gross floor area is 6,900m² more than permitted, the People’s Committee said in its report to the prime minister. The investor, headquartered at the same address as the building, also committed some other violations during the construction of the high-rise, according to the report. The investor’s infringements are serious, affecting the landscapes of the area, the committee said, adding that competent agencies have repeatedly requested Le Truc to stop the construction, but it neglected the request. The committee said it will ask the investor to modify the high-rise pursuant to the approved design and license. The capital authorities added they will strictly handle the case and consider the responsibilities of any individuals and organizations involved. According to the approved master plan for Hanoi as well as the detailed planning for Ba Dinh District, multistory buildings in the area where the development is located are allowed to have no more than 11 floors, news website VietNamNet reported.  Nguyen Van Nen, Minister and Chief of the Government Office, told the media that the prime minister will set up an inspection team to clarify the case if necessary.
