Officials who have been elected or approved by the National Assembly or People’s Councils including the President and Prime Minister will face dismissal if they get low confidence rating from NA deputies, according to a new NA resolution. With nearly 100 percent deputies voting ‘yes’, the legislative body on November 21 passed a resolution on conducting votes of confidence on such officials and the resolution will take effect on February 1, 2013. The NA and People’s Councils will conduct annual votes of confidence from the second year of tenure. Accordingly, the first vote of confidence for the 2011-2016 tenure is scheduled in mid-2013. There are three levels: high confidence, medium and low confidence. Those who are given “low confidence” by more than half of the total number of deputies of the NA or a People’s Council “can apply for a resignation”. Those who get “low confidence” from more than two-thirds of the total number of deputies of the NA or a People’s Council or those who are given “low confidence” by more than half of the total number of deputies for two consecutive years will be subject to another voting. This time, the Standing Committee of the NA or a People’s Council will report such cases to the NA or the People’s Council for such a vote. The result of this latter vote will determine if the leaders in question could be sacked.Who? The NA will organize votes of confidence for the State President and vice President, the chairperson and deputy chairpersons of the NA, heads of committees and councils under the NA, other members of the NA Standing Committee, the Prime Minister, deputy Prime Ministers and other cabinet members, the chief judge of the Supreme People’s Court, the Prosecutor General of the Supreme People’s Procuracy and the Auditor General of the State Audit. Meanwhile, People’s Councils will conduct voting on the chairpersons and deputy chairpersons, permanent members, heads of the People’s Councils, the chairpersons and deputy chairpersons of the People’s Committees and other members of the People’s Committees.
