The Ministry of Public Security should finalize the Bill on Demonstrations soon to submit it to the National Assembly (NA) for consideration in 2015, Prime Minister Nguyen Tan Dung has requested. The government chief made the request at the Government’s regular meeting held in Hanoi on Tuesday, after a number of members of his cabinet proposed that the bill be withdrawn from the list of draft laws to be considered by the NA at its 9th session slated for May 2015.  He demanded that all the bills included in the 2015 legislation program that has recently been approved by the NA should be submitted to the NA as scheduled.   Under the Constitution, people have the right to demonstration, Prime Minister Nguyen Tan Dung said. The Constitution also states that citizens’ rights must be governed by corresponding laws, he said. Currently, there is only a government decree that deals with the right to demonstration, so the Ministry of Public Security should perfect the Bill on Demonstrations soon to submit it to the National Assembly for consideration. The government leader emphasized that the ministry may propose a postponement of the submission of the bill, but the ministry must not withdraw the bill from the 2015 lawmaking program, because the drafting of the bill has been decided by the Politburo and the NA.  On the other hand, a proposal for such a withdrawal of the bill must not be raised without being based on convincing grounds and reasons, he said. “In the building of any bills, it is necessary to carefully consider all possible social effects they may have, and when they have been included in a legislation program, they must be presented to the NA for discussion,” PM Dung said. “It is necessary to minimize the possibility of withdrawal or delay of any such bills,” he stressed.
