Storm likely to hit VN’s Quang Tri-Quang Nam tomorrow

The tropical storm that is moving at 5-10 kph in the East Sea with winds of up to 74 kph is heading for the Vietnamese coastal region between Quang Tri and Quang Nam Provinces, the National Hydro-Meteorological Forecasting Center warned. At 7 am today, September 18, the storm, which has yet to be given an international name, was centered at 16.0 degrees latitude north, 111.4 degrees longitude east, near the Hoang Sa (Paracel) archipelago, with winds of 62-74 kph and gusts of 75-102 kph. The storm is moving west at about 10 kph, and at 7 am Thursday, the storm will be located at 15.9 degrees latitude north, 108.5 degrees longitude east, close to the coastal area of  the Quang Tri-Quang Nam region, packing winds of the same strength. The storm will continue to move west at 10 km and then land in middle-central provinces later that day and then weaken into a tropical depression. At 4 am on September 20, the depression will be located around Quang Nam and Kon Tum Provinces, with winds of 39-49 kph and gusts of 50-61 kph. The depression will enter southern Lao at 7 am that day, with winds of less than 39 kph. The storm’s circulation will bring medium to heavy rains to the region from Nghe An to Khanh Hoa Provinces from today until September 21. In the Central Highlands and southern provinces, rains may last longer. Over past two days the storm has brought torrential rains to mid-central provinces and the Central Highlands, with rainfall totals reaching 100-200 mm. But several areas have received even more rain, including 265 mm in Thach Han (Quang Tri Province), 310 mm in Nam Dong (Thua Thien-Hue), 343 mm in Ly Son (Quang Ngai), and 459 mm in EaHleo (Dak Lak). Strong winds and gusts of 36 kph to 68 kph hit many areas in these regions. Due to the storm, the central area of the East Sea, including the Hoang Sa (Paracel) archipelago, and the waters from Quang Binh to Binh Dinh Provinces, will experience rough seas and strong winds of 39-61 kph. In areas near the storm’s eye, the winds will be stronger, 62-74 kph, with gusts of 75-102 kph. The sea between south-central Binh Thuan and southern Ca Mau Province, as well as the southern East Sea, including the Trung Sa (Spratly) archipelago, will see southwesterly winds of 29-49 kph, and gusts of 50-74 kph.    In addition to this storm, another cyclone called Usagi has formed east of the Philippines, packing winds of 118-149 kph, and gusts of 150-183 kph, said Le Thanh Hai, deputy director of the Center. Usagi is likely to enter the northern East Sea one or two days after the existing storm lands in central Vietnam, Hai said.  Yesterday, September 17, Deputy Prime Minister Hoang Trung Hai chaired an urgent meeting in Hanoi on to prepare for the coming storm, the eighth of its kind to affect Vietnam this year.

The Deputy PM urged relevant ministries and local authorities to keep all ships operating in the affected area informed of the storms’ movements so that they return to shore or leave dangerous areas. 

The Ministries of Industry and Trade, Agriculture and Rural Development, and local authorities, must inspect reservoirs and dykes to ensure their condition; review measures for flood prevention and control; and stand ready to evacuate people in dangerous areas, the Deputy PM said.
