Deputy Prime Minister Vu Duc Dam has suggested that drug detoxification centers set up “happy rooms” where drug addicts can receive their spouses who come to visit them.

>> Court orders 11 Ho Chi Minh City junkies to undergo compulsory detoxification Deputy PM Dam made the suggestion during his visit to the Nhi Xuan Vocational Training and Job Creation Center in Hoc Mon District, Ho Chi Minh City on Wednesday, as a measure to encourage the drug addicts to make more efforts in their detoxification process so that they can return to normal life soon. During his stay in the center, the official visited the section for reception, examination and consultancy; the room for court meetings; the area for common activities of drug addicts; the kitchen; and other facilities.    Deputy PM Dam also visited a room of 10 young drug addicts, some of whom had quit drug addiction for four years but recently relapsed into it due to effects from their friends who are also drug addicts. Talking with these young people, the official advised them to try their best to wean themselves off drugs to rebuild their life. “It is hard to quit drug addiction, so great efforts are needed for drug addicts to give up their bad habit. Those who successfully quit it are considered reborn.” This center and the Binh Trieu Rehabilitation Center in Binh Thanh District are two facilities that have received drug addicts collected across the city by concerned agencies since December 5, 2014 in a campaign to send junkies to rehabilitation centers, pending court decisions on applying compulsory detoxification to them. At these facilities, health and other experts will stop drug addicts' rush on the spot, offer them preliminary detoxification, and provide them with psychological consultancy, pending court orders to officially admit them to compulsory detoxification centers. Under the Law on the Handling of Administrative Violations, which took effect on January 1, 2014, addicts can be sent to a drug detoxification facility only when a court judgment is issued for this purpose and when they fail to stay sober after being monitored for three to six months by local authorities.    The city authorities said it had made files of 1,550 drug addicts as of January 26, 2015. According to a report of the Administrative Court under the city People’s Court, the court had handled the files of 734 drug addicts by January 15 and ordered that 418 of these people be sent to compulsory detoxification centers. According to statistics, the city now has about 19,000 drug addicts, of whom 12,000 have unstable residence.
