The Ho Chi Minh City Department of Information and Communications is seeking approval to allow only identified social network accounts to make comments, Lam Dinh Thang, director of the department, told the 17th sitting of the municipal People’s Council on Tuesday.
The proposal is aimed at tightening control over fake news dispersion.
Cross-border social media account holders will be required to follow Vietnam’s laws, he said.
Thang mentioned the proposal at the sitting to reply to a query about rampant anti-state accounts, and how to manage information on the Internet and these accounts.
Information on the Internet mainly originates from licensed local organizations and individuals, but some comes from websites without a clear origin, he elaborated.
These websites, despite using Vietnamese, showcase foreign domain names, while their servers are placed outside of Vietnam, Thang added.
Fake news has mainly been spread via cross-border apps and websites, he explained.
It is tough to handle fake news on cross-border social networks as many foreign social media service suppliers do not have a legal representative in Vietnam.

The municipal department has teamed up with the Ministry of Information and Communications and other localities to stringently handle violators in cyberspace.
The department reported 24 cases showing signs of criminal violations to the municipal Department of Public Security in 2023.
Since the start of 2024, 18 cases suspected to violate cyberspace regulations have been reported to police officers.
The department also introduced cyberspace regulations to residents in a bid to fight fake news.
Apart from proposing allowing only verified social media accounts to comment, the Department of Information and Communications is working to establish a division to particularly deal with fake news.
The division, which will be located at the Ho Chi Minh City Media Center, will be in charge of joining hands with the Vietnam Anti-Fake News Center to promptly detect and clamp down on fake news.
