Authorities in Tan Binh District and District 11 are investigating a case in which a motorbike rider intercepted an ambulance that was responding to an emergency on Saturday night.

A leader of the traffic police unit under the Tan Binh District police said on Monday that the unit was verifying the case.

They will summon the man for questioning to uncover his purposes and motives.

The Tan Binh traffic police unit also worked with the ambulance driver from the 115 Emergency Center.

The District 11 police are also probing the case, according to a source of Tuoi Tre (Youth) newspaper.

Nguyen Duy Long, director of the 115 Emergency Center, told Tuoi Tre on Monday that the ambulance driver, named T.M.Kh., is an employee of the center.

On Saturday night, Kh. was on duty in Tan Binh District when the motorbike rider who was carrying another adult and a child obstructed the ambulance.

The ambulance sounded its priority siren and other road users gave way to it.

However, the motorbike rider did not and blocked the ambulance’s way.

His motives remain unknown, Long informed.  

The ambulance driver came into no conflict with the motorbike rider and the ambulance did not collide with the motorbike either.

The motorbike rider’s actions delayed the patient’s treatment and impacted the child’s well-being, Long explained.

The 115 Emergency Center has since reported the case to local police for further investigation.

Kh. told Tuoi Tre that at 11:32 pm on Sunday, the 115 Emergency Center received an alert about an accident victim in Binh Tan District requiring emergency care.

While driving the ambulance from Ly Thuong Kiet Street in District 10 to assist the victim, he was blocked by a motorbike at the intersection of Lu Gia and Nguyen Thi Nho Streets in Tan Binh, delaying his response.

The motorbike rider stopped in front of the ambulance, got off, and aggressively challenged him, even pointing his finger and daring Kh. to crash into his vehicle, the driver said.

Kh. expressed confusion as to why the rider blocked the ambulance while other vehicles had cleared the way.

Eventually, the motorbike rider left, allowing Kh. to reach the accident site and assist the patient, but the delay had already impacted the response time.

Pursuant to Article 22 of the 2008 Law on Road Traffic, on-duty ambulances have the priority right to go before other vehicles when passing intersections from any direction of traffic.

When recognizing the signals of priority vehicles, road users shall promptly slow down, give way or pull into the right edge of the carriageway to give way.

They may not obstruct priority vehicles.

Motorbike riders failing to give way or obstructing on-duty priority vehicles will be fined VND1-2 million (US$4-8) each and have their driver’s licenses revoked for one to three months, according to Article 6 of Decree 100/2019/ND-CP.

If motorbike riders’ obstruction is the direct cause to the late treatment of patients, leading to their death, the motorbike riders may face a jail term of up to 10 years, pursuant to Article 260 of the 2015 Penal Code.
