The 11th Party Central Committee opened its 11th plenary session in Hanoi on Monday, focusing on a personnel plan for the next tenure and the number of delegates for the 12th Party Congress. During the session, which will last until Thursday, members of the committee will also debate a report on the performance of the Politburo since the 10th session, the Long Thanh airport project, and the local government model, according to the Vietnam News Agency. Speaking at the event, Party General Secretary Nguyen Phu Trong said the making of a personnel plan for the Party Central Committee in the next term is a significant task that requires great efforts from its members.

He stressed that a strong Party Central Committee, which can play well the role of a leading political body and solidarity center for the whole Party and nation, will determine the future of the Party and the country.

In respect of the number of delegates and designation of delegates of Party units to attend the 12th Party Congress early next year, the Party leader requested that such delegates be capable of representing the brainpower of the whole Party.

Regarding the model of local government, General Secretary Trong said the reform of local government is significant to the efficiency of the law-governed socialist State as well as the country’s Doi Moi (Renovation) cause.

While mentioning the Long Thanh international airport project in southern Dong Nai Province, the Party chief said this is an important national project, which has great impacts on many sectors and on the living environment of tens of thousands of people around its site.

The committee should therefore assist the law-making National Assembly in deciding on the investment for the project in accordance with the law, he said.

The committee should debate the necessity and feasibility of the project, as well as site clearance and resettlement plans, the Party leader said. It is also required to discuss ensuring the livelihood and living environment for local residents, choosing technology and operation and management models for the proposed airport, and its expected socio-economic efficiency, he added.
