Multiple violations by former Vietnamese Minister of Industry and Trade Vu Huy Hoang have been discovered by the Central Inspection Committee (CIC), who announced their findings on Monday.

The former minister has been a regular target of local media, who question his role in the hiring, appointment, and promotion of Trinh Xuan Thanh, the former deputy chairman of Hau Giang Province’s People’s Committee.

Thanh has been wanted internationally since September 16 by Vietnamese police following his disappearance to avoid a criminal investigation into the US$150 million in losses incurred by state-run PetroVietnam Construction JSC (PVC), where he served as chairman from 2009 to 2013.

According to the CIC, Vu Huy Hoang and the Party’s Steering Commission at the Ministry of Industry and Trade (MIT) had been ‘unprocedural’ in promoting Trinh Xuan Thanh in 2013, when the company he was chairing at the time was drowning in losses.

Shortly after he left his post at PVC to become an official at MIT, Thanh was appointed deputy chief of office by Hoang. A year later, Thanh was promoted to director of MIC’s Commission for Business Renovation and Development.

CIC also revealed that Hoang had taken it upon himself to approve a plan to promote Thanh and some other officials to the rank of deputy minister at MIC.

In addition, the MIC Party’s Steering Commission,where Hoang was the secretary, was also found to have violated Vietnam’s anti-corruption laws and Law on Business in the promotion of Hoang’s son Vu Quang Hai to take on key positions at Saigon Beer, Beverage, and Alcohol Corporation (Sabeco), one of Ho Chi Minh City’s largest corporations in the field.

At the time of his appointment to deputy general director and member of the board of directors at Sabeco in 2015, Hai was only 28 years old.

The actions undertaken by Hoang and his Party’s Steering Commission at MIC had led to “dire consequences” to the reputation of the Vietnamese Government and the Party, CIC concluded, suggesting that Hoang be warned for such actions.

CIC also requested similar punishments for other state-run bodies and individuals involved, and that wrongful appointments made by these officials be revoked.
