TOEFT, TOEIC unaccepted for civil service exam applications in HCMC: Dept

TOEFL and TOEIC scores cannot be accepted as part of the applications for civil service exams in Ho Chi Minh City, the municipal Department of Home Affairs have confirmed.

Those who apply for a civil service exam, meant to select employees for public agencies in the city, are only required to add a certificate that indicates their foreign language command has reached the second level of the country’s A-to-C scale to their applications, Le Hoai Trung, standing deputy director of the department, said Tuesday, citing city regulations.

He elaborated that candidates must have a B-Level Certificate in any of the five languages: English, French, Russian, German, and Chinese.

TOEFT and TOEIC scores cannot be used to replace that certificate, Trung asserted, adding that there is no rule stipulating such a replacement.

The official noted that his department had submitted a report on this issue to the city People’s Committee and will follow its final decision.

The department, which is responsible for personnel for city agencies, will keep the relevant candidates informed of the decision, the deputy director said.

Earlier, the People’s Committee requested an explanation from the department following complaints by some candidates that their applications for the 2014 exam, enclosed with TOEFL and TOEIC certificates, had been rejected by the department which administers civil service exams.
