Thursday, January 21, 2016, 10:55 GMT+7

More than 1,500 delegates representing over 4.5 million party members across Vietnam gathered in Hanoi to attend the opening ceremony of the 12th National Party Congress on Thursday morning.

The congress, which is scheduled to conclude on January 28, saw the attendance of 1,510 delegates, including 200 members of the 11th Party Central Committee, along with former Vietnamese leaders, representatives of the Heroic Mothers, intellectuals, religious leaders, and many others.

After the national and international anthems, Vietnamese State President Truong Tan Sang delivered a speech to officially start the grand congress, followed by Party chief Nguyen Phu Trong’s report on important documents prepared by the 11th Party Central Committee.

The congress will focus on reviewing the implementation of resolutions passed by the previous congress and 30 years of Vietnam’s reform efforts, evaluating the execution of last term’s Party regulations, and electing a new set of qualified country leaders for the next five years, President Sang said.

The documents submitted to the congress are slated to be discussed by the delegates in the afternoon, while the personnel work will be carried out on January 24 with the results being announced when the event closes.

The congress will elect a new Party Central Committee and its official and alternative members, as well as the key posts of leadership, namely the General Secretary of the Communist Party of Vietnam, Prime Minister, National Assembly Chairman, and State President, for the next tenure.

On Tuesday, the preparatory meeting of the National Party Congress was organized in the capital city, during which 17 members of the chairing delegation, five of the secretary board, and 13 of the delegate eligibility inspection group for the congress were named.

During the preparatory session, election regulations were also agreed on, part of which state that members of the 11th Party Central Committee not included in the re-election list are not allowed to nominate themselves or others, or to be nominated by other delegates at the congress.

However, the delegates at the 12th National Party Congress are permitted to nominate members of the 12th Party Central Committee.
