Vietnam prepares for new tenure of state personnel

Vietnam’s Party Central Committee and National Assembly (NA) are scheduled to convene important meetings to complete the preparation of state personnel for the 2016-20 tenure.

The second plenum of the 12th Party Central Committee is slated to begin on Thursday and expected to last three days.

According to a Tuoi Tre (Youth) newspaper source, the plenary meeting's agenda will include several essential matters as participants give their opinions on personnel work and review major objectives and projects for the 2016-20 period.

The NA will organize a final meeting following the committee’s plenum, which is slated for March 21 to April 16, during which 12 working days will be spent issuing final decisions on personnel work.

Members of the National Assembly will review the report on personnel which will be finalized by the Party Central Committee and the Politburo at the end of the committee’s second plenum, according to Uong Chu Luu, vice chair of the NA.

The review of personnel work is conducted in order to transfer the authority of state leaders after the National Party Congress, said some members of the NA Standing Committee, adding that the legislature would have to spend extra time dismissing previous leaders before electing and approving new personnel for vacant leadership posts.

Several members of the Politburo and Secretariat, including Deputy Prime Minister Hoang Trung Hai, Minister of Transport Dinh La Thang, and Chairman of the Government Office Nguyen Van Nen among others, have been appointed to high-ranking positions in the Communist Party of Vietnam.

Vietnam’s 12th National Party Congress took place from January 20 to 28, after which the new General Secretary, Politburo, and Party Central Committee were named.

Following the grand event, national media also revealed that the 11th Party Central Committee had nominated Tran Dai Quang, Nguyen Xuan Phuc, and Nguyen Thi Kim Ngan for the positions of State President, Prime Minister, and National Assembly Chairperson respectively for the new tenure.

Quang is the incumbent minister of public security, Phuc is one of the current five deputy prime ministers, and Ngan is the vice chairwoman of the National Assembly for the current term.

At the first gathering of the new National Assembly, which is expected to be convened in late July or early August, members will vote and issue final approval on the new state leaders for the 2016-20 tenure.
