The Vietnamese Ministry of Public Security has commenced legal proceedings against two Chinese nationals for using fake bankcards to appropriate VND947 million (US$44,700).
>> Vietnam nabs Chinese man for forging ATM cards to steal money >> Chinese national gets 2.5 years for forging ATM cards After days of investigation, last Friday the ministry charged Gong Bei Ji (aka “Cung”), 56, and Xie Rong (aka “Vinh”), 33, for “using computer networks, telecommunications networks, Internet or digital devices to appropriate property,” pursuant to Article 226b of the Penal Code. The two foreigners, who temporarily resided in Hanoi’s Cau Giay District, were arrested on July 8 after police caught them using a counterfeit bankcard to transfer VND786 million ($37,100) on a POS (Point of Sale) machine to the bank account of D.T., a company in the capital’s Nam Tu Liem District. Earlier, police received an accusation letter from the general director of D.T. saying that a group of Chinese nationals wanted the firm to allow them to install a POS machine in its office and use the company’s account for their 'business.' According to the accusation, they told the director that they would use high tech devices and methods to steal the personal information of VISA cardholders and use it to create fake cards for use on the POS to transfer the money from the cardholders’ account to D.T.’s. The group told D.T.’s leader that they would give part of the appropriated money to the firm as a kickback. In early July 2014, the foreigners stole VND161 million ($7,600) after successfully transferring it from the victim’s account to D.T.’s account through the POS installed in the firm’s office. Upon searching their houses, police seized two laptops that can connect automatically to POS machines, 15 bankcards, and materials that proved the foreigners had transferred VND786 million to D.T.’s account. Accordingly, the Chinese nationals appropriated a total of VND947 million. Police are continuing to investigate the case.
