Police in the northern province of Quang Ninh today announced that charges have been filed against two people in connection with a fatal boating crash in Ha Long Bay on Oct. 3 that killed five Taiwanese visitors, including a 9-year-old girl.

Accordingly, Mac Van Duong, captain of Paradise QN 6688 boat who drove a tender carrying 18 Taiwanese tourists, and Trinh Quoc Hai, captain of Dong Phong 2 tourist boat numbered QN 1402, have been detained pending investigations.

Reports said the tender collided with the Dong Phong 02 at about 3:30pm on Oct. 3 when it was carrying the visitors back from a visit to Sung Sot cave in the bay, which killed five people whose bodies are being preserved at Bai Chay hospital.

65-year-old Chen Tseng Yun Yu, one of the survivors, told a local newswire that they traveled to the cave aboard a larger ship but were taken back on the tender because the traffic was so chaotic at the pier then.

The survivors said the tender had been hit twice by the tourist boat before it was totally wrecked, the two said.

The thirteen survivors are taking a rest at a hotel and receiving good medical care from local health officials.

Quang Ninh’s authorities are working together with a preventative agency of Taiwan in Hanoi to seek ways to bring the dead bodies home as well as to pay out life insurance policies to the families of the dead.

Last February, twelve people from 9 nations died when their tour boat Truong Hai 06 suddenly sank while they were sleeping in the picturesque bay.

Halong Bay in the Gulf of Tonkin, located about 100 miles east of the capital Hanoi, has been a UNESCO Heritage Site since 1994 and is world-renowned for its 1,600 island and islets as well as its towering limestone pillars.
