The potential for cooperation between Vietnamese and U.S. partners in high-tech spheres, such as semiconductors and artificial intelligence (AI), is extremely huge and significant in this new era, Vietnam’s Party General Secretary and State President To Lam said during a seminar in New York on Sunday.
Lam attended the seminar on enhancing Vietnam-U.S. cooperation in semiconductors and AI as part of his stateside visit scheduled for September 21-24.
The seminar was also attended by experts from leading semiconductor and AI entities in the U.S., such as Google, Marvell, the Semiconductor Industry Association (SIA), and the Global Semiconductor Alliance.
Party General Secretary and State President To Lam affirmed that Vietnam is giving science, technology, and innovation priority amidst a competitive economy.
Vietnam encourages and prioritizes hi-tech, semiconductor, AI, renewable energy, and green hydrogen projects.
The cooperation with U.S. partners in the semiconductor and AI industries will open up opportunities for businesses of both countries to exploit their advantages.
Highlighting Vietnam’s strengths and opportunities for semiconductor and AI development, Party General Secretary and State President To Lam said Vietnam had trained hundreds of thousands of programmers and millions of information technology personnel over the past 20 years.
Vietnam currently has many large electronics, information technology, semiconductor, and AI enterprises, such as Viettel, VNPT, and FPT. Many foreign firms, including Samsung, Amkor, Hana Micron, Intel, Foxconn, and LG, have invested in these sectors in Vietnam.
Other major investors are completing final procedures to deploy research and development, production, and business activities in the country, the Vietnamese leader added.
He stressed that Vietnam always values international cooperation and understands that it has to cooperate with partners to build a solid value chain to succeed and advance in hi-tech fields, especially the semiconductor and AI industries.
He also welcomed U.S. enterprises and organizations to Vietnam to jointly develop creative and sustainable solutions.

Speaking at the seminar, Vietnamese Minister of Planning and Investment Nguyen Chi Dung highlighted the steady progress in Vietnam-U.S. relations, particularly in the areas of economy, investment, and trade.
One year after the two nations upgraded their ties to a comprehensive strategic partnership in September 2023, Prime Minister Pham Minh Chinh issued a program on September 21 aimed at developing human resources for the semiconductor industry, along with national strategies for its growth.
In particular, Vietnam will boost high-quality manpower training for the semiconductor and AI sectors, with a view to training 50,000 engineers by 2030.

During the seminar, representatives from various organizations and tech firms shared their experience in the development of semiconductors and AI.
John Neffer, president of the SIA, expressed his honor in meeting Party General Secretary and State President To Lam.
He affirmed that SIA views Vietnam as a valuable partner with great potential and is eager to share expertise and support the country’s efforts in these sectors.
He emphasized that countries are in a race to become destinations for semiconductor and AI manufacturing.
He advised that Vietnam should show its determination and competitiveness through drastic actions.
The experts highly evaluated Vietnam’s semiconductor and AI development strategies, adding that Vietnam would become an attractive destination for investors and achieve more success in the future.
Party General Secretary and State President To Lam, his spouse, and an entourage are in the U.S. to attend the United Nations Summit of the Future and the 79th session of the UN General Assembly, and engage in other working sessions in the North American country.
Lam’s working trip is taking place as Vietnam and the U.S. are celebrating the one-year anniversary of their comprehensive strategic partnership and looking forward to welcoming 30 years of the normalization of diplomatic relations in 2025.
