Vietnam's Ministry of Construction's Inspectorate dispatched a communication on Thursday to Lam Dong Province's Department of Construction, seeking details concerning infractions linked to a grouping of 22 unlawfully built villas in Loc Thanh Commune, Bao Lam District, situated in the province's southern region.

The inspectorate also tasked the Lam Dong Department of Construction with reporting the handling of individuals and organizations related to constructing the facilities prior to May 3.

Earlier, the provincial administration had ordered the punishment of Loc Thanh Commune leaders and other relevant individuals and organizations.

According to officials, the provincial Department of Natural Resources and Environment issued the land use certificates for the 22 land lots on which the villas were developed to Duong Van Phi and Ta Thi Thanh Tuan in April 2022.

Phi and Tuan later transferred the land to others who then merged 18 of the land lots into nine.

They constructed the 22 villas without a permit and had yet to convert the land use purpose.

According to a report by the provincial Department of Construction, the administrations in Loc Thanh Commune and Bao Lam District failed to strictly comply with the Lam Dong People’s Committee’s directives on the suspension of construction activities in the province and showed signs of the loose management of land and construction projects.

The commune and district authorities had no measures to prevent and deal with the construction, paving the way for the continuation of the work on the villas.

Truong Hoai Minh, chairman of the administration in Bao Lam District, on April 3 signed decisions to suspend the chairman of the People’s Committee of Loc Thanh Commune Do Ngoc Can and Tran Ngoc Hoan, a local official in charge of land, agriculture, construction, and environment for their implication in the case.
