Power suppliers will be fined up to VND10-15 million (US$720) if they stop or reduce electricity supply to customers without prior notice, under Decree 134/2013 on administrative penalty on violations in the fields of electricity,  hydropower dam safety, and energy use. Under current regulations as per Decree 68/2010, the fines for such violations are only from VND5 million to VND7 million. Any acts of taking unfair advantage of the power supply to cause trouble to customers for self-interest will incur fines of VND30-40 million. Also according to Decree 134, power suppliers will be fined VND6-8 million if they fail to take remedies to incidents that happened to the power grid within two hours after detecting those incidents or receiving notice from customers about such incidents. In addition, electricity suppliers which sell power at wrong prices to customers will be subject to fines from VND20 million to VND30 million. Meanwhile, landlords will be fined VND10-15 million if they collect power charges from their tenants at higher rates than regulated. Power users who steal less than 1,000 kWh of electricity will be fined VND2-5 million, and the fine will increase to VND45-50 million if the volume of stolen electricity is from 18,000 to 20,000 kWh. In case the quantity of stolen electricity is over 20,000 kWh, relevant power suppliers must hand over the case to police for criminal investigation.  The new decree also stipulates that kite-flying or other acts that cause incidents to the power grid will incur fines from VND1 to VND5 million. Those who use electricity illegally to make traps to capture animals or to create an illegal protection system will be subject to fines of VND20-30 million ($1,440).  Depending on actual cases, fine issuers can be chairpersons of People’s Committees of all levels, heads of the power agencies, inspectors of the Industry and Trade Ministry or its departments, inspectors of the Ministry of Construction or departments, or heads of local police forces.       The new decree will take effect on December 1, 2013 and replace Decree 68/2010.
