Hanoian fined $336 for driving bike with one leg

A Hanoi man who was caught on video driving a motorbike with one leg last week has been fined VND7 million (US$336) for violating safety traffic rules and failing to transfer vehicle ownership, local police said.

A 3-minute clip posted on YouTube Nov. 23 showed a man taking off his T-shirt and texting SMS on his cell-phone while riding a Wave motorbike with one leg on Ngoc Hoi Street in Thanh Tri district.

After some investigations, local police identified the driver as 32-year-old Nguyen Dung Hung, a local resident. Hung confessed to police that he was the man in the video.

According to local police, Hung bought the bike from Bui Cong Hung, a native in Dong Da district, in 2009 but he has yet to carry out procedures for an ownership change.

In early October, a young man also in Hanoi received a total fine of around $315 for speeding on a motorbike with one leg with a girl behind and for not wearing a helmet.
