The administration of Hanoi has issued a dispatch ordering more stringent measures against rabies because of a possible increase in exposure to the disease as summer usually prompts more outdoor activities.
As per the dispatch, the municipal Department of Agriculture and Rural Development has to supervise rabies prevention and control efforts adopted by local authorities, while its Livestock, Fisheries and Animal Health Division continues to support the districts citywide in setting up and protecting rabies-free areas.
The Hanoi Center for Disease Control, operating under the municipal Department of Health, has been instructed to consistently update data on people diagnosed with confirmed or suspected rabies.
It is also tasked with collaborating with relevant divisions to trace the sources of rabies transmission and implement preventive measures.
The health department is required to provide adequate anti-rabies vaccinations for people bitten by rabid animals.
The district-level administrations must make sure domestic cats and dogs are well managed in their respective areas.
They are also required to request grassroots authorities to form task forces responsible for capturing free-roaming cats and dogs, as well as ensuring that these task forces receive sufficient benefits.
Authorities need to carry out anti-rabies vaccination drives to ensure the vaccination coverage reaches over 90 percent.
The municipal administration emphasized the need for strict enforcement of prevailing regulations against those who violate rules concerning pet management and anti-rabies vaccination.
In 2022, Nguyen Manh Quyen, vice-chairman of the Hanoi People’s Committee, passed a plan to implement a campaign on rabies prevention and control during the 2022-30 period.
Pursuant to this plan, the Vietnamese capital city ordered 579 wards, communes, and towns citywide to provide training for task forces in charge of catching free-ranging, suspected rabid dogs.
