At 5 pm on Nov. 11, Tuan Anh drove a scooter with his feet to a residential area in ward 1, Bac Lieu city where a large number of residents were doing physical exercises.

Sometimes he drove the bike with no hand, stood up and lay on the motorcycle saddle, eyewitnesses said.

Tuan Anh was held by local police 20 minutes later. He told police that he had a traffic accident leading to a skull fracture in October, 2009.
