​Ho Chi Minh City state university reappoints scandal-hit president

A university president in Ho Chi Minh City whose career was clouded with employment scandals has been reappointed for the post by the same governing body that had looked into his wrongdoings.

Ly Hoang Anh, president of the Banking University of Ho Chi Minh City, did not have to see the end of his career on Monday when his last appointment expired as expected, a twist that left people concerned with the matter surprised.

Anh was last November found in the wrong in employing his wife and many other in-laws into different positions at the university, among other violations, according to inspection results released by the State Bank of Vietnam, which is in charge of the university.

The findings provoked public anger directed at the man’s poor ethics, which was made even more inadmissible by the fact that he was head of an educational institution.

On Monday, however, Anh was reappointed president of the Banking University in a surprising decision signed by the central bank’s Deputy Governor Nguyen Kim Anh.

The appointment has no expiry date and Ly Hoang Anh is expected to remain in his position until further decisions are made.

Multiple violations

Inspection was launched last April into Anh’ wrongdoings at the Banking University after the central bank had received a letter from one of the university’s lecturers accusing him of multiple violations in financial management, appointment, promotion, and budget spending.

The alleged violations dated back to 2015, when Anh employed his wife Le Thi Chuc Ly as a lecturer despite her lack of qualifications, and approving a pay scale higher than what was expected of her job.

The same year, he approved the employment of multiple personnel, some of whom relatives of his wife, into positions that had been streamlined a year earlier in cost-saving efforts.

Anh was also found to have wrongly spent the university’s scientific research budget, and overstepped his power by creating new job titles without approval from the central bank.

In January 2018, a special committee of the State Bank of Vietnam voted to take disciplinary actions against Anh by issuance of an official warning.

A thorough review of all his appointments and promotion while in charge of the Banking University has been launched, and the university has been asked to submit monthly reports to the central bank on its progress of undoing Anh’s violations.
