Vietnamese aviation authorities have ordered the drafting of security standards on preventing and fighting theft targeting property in the checked luggage of air passengers and air transported goods.   The Civil Aviation Authority of Vietnam (CAAV) recently assigned its Aviation Security Department to prepare such security standards and submit them to it for issuing within this month, said CAAV chief Lai Xuan Thanh. These security benchmarks will be applied at airports and relevant agencies. While waiting for such standards, the CAAV has requested that airports and other agencies concerned take measures to clearly determine the responsibilities of their staff members in case of thefts targeted at checked luggage or air transported goods.    The CAAV laid emphasis on considering the responsibilities of the heads of all units related to handling such luggage and goods when a theft occurs.  Any such thefts must be reported to local air security forces and airport authorities immediately, who will in turn refer the cases to police for investigation, the CAAV underscored. The CAAV also called for improvements to security infrastructure at all airports to strengthen the efficiency of the detection and prevention of thefts. The civil aviation authority has asked the Airports Corporation of Vietnam to proceed with the building of air security fences at all airports. The supervision systems for checked luggage and air cargo must be improved and cameras must be fully installed in areas where the handling and storing of checked luggage take place, said the CAAV.  The CAAV ordered the drafting of security standards after reports stating that theft of assets in checked luggage and air transported goods has increased over the past six months. Police officers in Hanoi on Tuesday morning said thay had detained Nguyen Quoc Thang, a 27-year-old man, who was a ground staffer of the Noi Bai Ground Trading Enterprise at Noi Bai International Airport, for investigation into charges of “stealing property” pursuant to Article 138 of the Penal Code. Thang had worked as a ground service employee for the enterprise since 2009, mainly in charge of transporting luggage and goods from the relevant terminals to aircraft and vice versa, police said. Before his arrest, Thang had committed at least ten theftstargeting assets in the checked luggage of passengers, and sold them for a total of VND176 million ($8,070). After investigating, police initially affirmed that a number of stevedores and forklift drivers at the airport had aided Thang in his thefts.
