Russia to transfer marine research vessel, promote nuclear energy cooperation with Vietnam

Russia to transfer marine research vessel, promote nuclear energy cooperation with Vietnam

Russian Prime Minister Mikhail Mishustin has announced that Russia is ready to participate in the development of Vietnam's nuclear power industry and will transfer a marine scientific research vessel to Vietnam for joint studies.

PM Mishustin made the announcement with talking with his Vietnamese counterpart Pham Minh Chinh in Hanoi on Tuesday during his two-day official visit to the Southeast Asian country.

The two PMs pledged to beef up the comprehensive development of bilateral ties, particularly in economics, trade, investment, energy, education, training, culture, tourism, science, technology, and locality-to-locality collaboration.

Recognizing that two-way trade has achieved recent vigorous growth, the two leaders believed there is still room for expanding cooperation.

They agreed to take breakthrough measures to increase bilateral trade, including effectively leveraging the Free Trade Agreement between Vietnam and the Eurasian Economic Union, of which Russia is a member.

Regarding science and technology cooperation, the two PMs also underlined the importance of collaboration and pledged to continue cooperating in setting up the Nuclear Science and Technology Research Center in Vietnam.

PM Mishustin said Russia, with its experience in cooperation with many other countries in nuclear power development, is ready to participate in developing Vietnam's nuclear power industry.

Among other cooperative ties, the two leaders discussed measures to expand cooperation in tourism and transport connectivity, including maritime, railway, and urban transportation.

The two PMs concurred that Russia will transfer a marine scientific research vessel to Hanoi-based Vietnam-Russia Joint Tropical Science and Technology Research Center for joint marine scientific studies.

Both sides pledged to deepen cooperation in education and training, including promoting Vietnamese and Russian language teaching in their respective countries, and bolstering the collaboration through the Vietnam-Russia Consortium of Technical Universities.

The Russian PM affirmed that Russia will continue to offer scholarships for training Vietnam’s human resources in science, technology, and arts.

In addition, the two sides agreed to foster cooperative ties in other fields such as health, labor, and pharmaceutical chemistry.

Both leaders also discussed international and regional issues of mutual concern and affirmed further support to each other at international and multilateral forums.

PM Chinh asked Russia to support assurance of security, safety, and freedom of navigation and aviation in the East Vietnam Sea, and settlement of disputes by peaceful means in line with international law and the United Nations (UN) Charter, especially the 1982 UN Convention on the Law of the Sea (UNCLOS).

He also suggested that the Russian government continue to create favorable conditions for and ensure the safety of the Vietnamese community and their property there, and affirmed that the Vietnamese administration will always facilitate Russian citizens living, working, and studying in Vietnam.

Following the talks, the two leaders signed a joint communiqué on the results of PM Chinh’s official visit, and witnessed the signing of a joint announcement between the two co-chairs of the Vietnam-Russia Intergovernmental Commission on the master plan for bilateral cooperation until 2030.

They also oversaw the signing of several cooperation documents in the fields of nuclear energy, electronics and radio engineering, digital technology, information-communications, and culture.

In addition, an agreement on the transfer by Russia of a marine scientific research vessel to Vietnam was signed on this occasion.

Vietnam and Russia established diplomatic relations in 1950 and the two countries entered into a strategic partnership in 2001 before upgrading the relationship to a comprehensive strategic partnership on July 27, 2012.
