Hua Quoc Anh, a Vietnamese TikTok influencer, was fined VND7.5 million (US$309.2) for inserting the images of the Thai flag and Thai kings into a video shot at Cambodia’s Angkor Wat temple complex.
The Ho Chi Minh City Department of Information and Communications said on Wednesday that it had worked with the municipal Cybersecurity and Hi-Tech Crime Prevention Division to impose an administrative fine on Anh, whose TikTok account has over 700,300 followers.
A one-minute and 25-second video posted on his TikTok account on November 4 last year, which depicted a girl visiting the Angkor Wat temple complex in Cambodia, included images of two Thai kings and the Thai flag, paired with the sound ‘Hello Thailand.'
The video quickly went viral, sparking a backlash among Vietnamese and Cambodian people and forcing the two Vietnamese agencies to launch an investigation.
Specifically, Anh was accused of disrespecting Cambodian and Thai culture and sovereignty, and posing concerns of sowing division between Vietnam, Cambodia, and Thailand.

The Angkor Wat World Heritage Conservation Authority (Apsara) announced on its website on November 12 last year that the video defamed Cambodia’s culture and heritage.
Two days later, Anh posted a video on his Facebook account to apologize for his wrongdoing.
Anh was fined for providing incorrect information, distorting the history of Cambodia, and disrespecting agencies, organizations, and individuals.
He was also ordered not to repeat his wrongdoing and to strictly follow regulations related to the use of the Internet and social media.
The municipal Department of Information and Communications has issued a cautionary advisory to the general public, urging careful consideration in the use of social media.
Emphasizing the importance of adhering to relevant regulations, the department highlighted that compliance is essential to avoid potential fines.
The Angkor Wat complex was listed as a UNESCO world heritage site in 1992.
