Two men in Go Vap District, Ho Chi Minh City, were fined VND225,000 (US$9) each on Friday after blocking a residential alley to play table tennis during early morning hours.
Authorities confirmed that the incident occurred around 5:55 am the same day in Alley 417 on Tan Son Street, where four men set up a net, a tarp, and a table to play table tennis, blocking all vehicle access.
A video recorded by a local driver showed the men continuing their game unfazed, even as his car approached.
The driver, identified as N.T., encountered the blocked alley while trying to pick up his relatives.
Unable to pass, the driver had to back out and call his relatives to walk out of the alley.
The frustrated driver shared the video online, drawing attention from local residents and officials.

Following the online backlash, local traffic police and authorities identified and summoned two of the four men involved.
The other two are currently out of town and will be dealt with upon return.
Both men were fined under Article 12, Clause 2 of Decree 168/2024 for engaging in unauthorized sports activities on public roads.
Authorities also required the violators to sign a commitment not to repeat the offense.
