The newly-released decree on civil wrongs stipulates that those neglecting their own relatives who are elderly, sick, physically-challenged, pregnant or breast-feeding will be fined VND1-2 million (up to US$94).
Other offences in domestic violence including causing physical injury or mental harm to, torturing, maltreating, defaming, isolating, evicting or terrorizing ones own kin will be fined from VND100,000 to 10 million (US$472).
Violations regarding social order and safety such as urinating and defecating or letting pets, cattle or poultry out along with contaminating public places will be penalized from VND100-300,000.
The decree also has terms on penalties for offences in prostitution and drug abuse as well as in fire prevention and fighting.
