Children under the age of four riding in an automobile need to be in a carrier or other appropriate safety equipment, according to one of the proposals for Vietnam’s draft Law on Road Traffic Order and Safety.

The bill was raised for discussion by National Assembly (NA) delegates at a recent meeting of the 31st session of the NA Standing Committee in Hanoi.  

One of the proposals at the event was that the draft should include a regulation that children less than four years old must be looked after by an adult or safeguarded with age-specific equipment when they are riding in a car.

The bill currently regulates that children under 10 and under the height of 135 cm must not sit in the front-row seat next to the driver and must be protected by a safety system when they travel in a car without being accompanied by adults.

But many delegates proposed raising the age limit to 12 and the height limit to 150 cm, citing relevant scientific research and international experience.

They also recommended that children under six years old carried on the back of bicycles or motorbikes be secured by safety equipment or seats specifically for kids.

Regarding a regulation in the bill that children under seven years old must be led by an adult when crossing a street, some delegates suggested reviewing this rule toward raising the age limit to 11.

However, the NA Standing Committee argued that the current rule of the bill should be kept unchanged as it was inherited from the 2008 Road Traffic Law and has been implemented smoothly, without any problems in practice. 

The bill contains a regulation that riders of bicycles, motorized bicycles, and electric bicycles are allowed to carry a maximum of two children under seven years old, while riders of motorbikes can carry two children less than 12.

The draft law also stipulates that people carried on motorized bicycles and electric bicycles must wear standard helmets in accordance with current regulations.
