Cows roaming freely on major roads in Hoa Khanh Industrial Park, Lien Chieu District, Da Nang City, central Vietnam, have badely affected urban aesthetics and posed a traffic hazard.
According to Tuoi Tre (Youth) newspaper’s observations, free-range cows are frequently spotted on major routes like the extended Nguyen Tat Thanh Street, Me Linh Street, Road No. 4, and Road No. 11B in Hoa Khanh Industrial Park.
The herds, ranging from a few to several dozen cows, boldly cross roads and climb onto medians in search of grass in vacant lots.
They often engage in aggressive behavior such as butting and chasing each other, creating sudden hazards for drivers who must brake sharply or maneuver quickly to avoid collisions.

Pham Thi Thuong, a worker at Hoa Khanh Industrial Park and resident of Hoa Lien Commune in Hoa Vang District, Da Nang City, described near-miss incidents where she almost fell off her bike to avoid cows crossing the road.
“I frequently see herds of cows roaming freely, especially around 5:00-6:00 pm,” Thuong shared.
“Their sudden crossings pose a significant danger to road users, particularly those with less driving experience.”

Local residents report that this issue has persisted for years, leading to several traffic accidents.
The presence of roaming cows and their defecation in residential areas also detracts from urban aesthetics and contributes to environmental pollution.
In response, Le Van Loc, head of the Finance and Planning Department of the Lien Chieu District People’s Committee, stated that the district has issued directives to functional units, including the urban management team and local residential groups, to promote and enforce regulations against free-range cattle.

The district is also instructing local wards to visit households and secure commitments from residents to prevent their livestock from roaming freely.
Violations will result in penalties for the cow owners.

Loc further mentioned that the People’s Committee of Lien Chieu District will intensify efforts to address the issue and collaborate with the management board of the high-tech parks and industrial parks of Da Nang to develop timely solutions that ensure environmental hygiene and traffic safety.
This problem is not only prevalent in Hoa Khanh Industrial Park but also affects other areas in Da Nang City, such as Hoa Lien Commune in Hoa Vang District, raising concerns for traffic participants.
