Vietnam police work with 2 foreigners involved in group riding motorcycles with hands off handlebars

Traffic police in Quang Nam Province, central Vietnam have worked with the owners of two high-capacity motorcycles and two foreigners regarding an incident in which a group of people were seen riding the motorcycles with both hands off the handlebars.

Senior Lieutenant Colonel Phan Thanh Hong, head of the traffic police unit in Quang Nam Province, said on Monday that they had invited the two motorcycle owners, both from neighboring Da Nang City, and the two foreign individuals believed to ride the motorcycles for questioning.

According to the motorcycle owners, the two foreigners had rented the motorcycles. 

Hong noted that they are working to confirm whether these two foreigners were the ones riding the motorcycles in a video that was shared on social media. 

Police have worked with the owners of two high-capacity motorcycles and two foreigners after a group of people rode the motorcycles with both hands off the handlebars.

Police requested them to provide all necessary documents, including vehicle rental contracts, Hong added.

On Sunday, a video was posted on Facebook showing a group of people riding large-displacement motorcycles on Vo Chi Cong Street in Quang Nam Province. Two of the riders were seen riding without holding the handlebars.

The video quickly attracted criticism from the public due to the riders’ dangerous behavior, which put both the riders and others on the road at risk.

The video showed that most of the motorcycles had Da Nang license plates, and the two riders seen riding without holding the handlebars were men.

Hong emphasized that this reckless behavior was both dangerous and a violation of the Law on Road Traffic Order and Safety.

Whether the rider is Vietnamese or foreign, all must comply with the laws of Vietnam, including the Law on Road Traffic Order and Safety.

Police are working to gather enough evidence to handle the case in accordance with the law, Hong added.

Pursuant to Article 7 of Government Decree 168, riding a motorcycle without holding the handlebars will result in the confiscation of the vehicle.

The rider will also face a suspension of his/her driver's license for 22-24 months.
