Authorities in Khue Trung Ward in Cam Le District, Da Nang City, located in central Vietnam, have suspended operations of SEUNG RI Taekwondo Center following an incident where a trainee was allegedly assaulted.
Truong Van Vy, chairman of the Khue Trung Ward People's Committee, on Tuesday imposed a sanction on the center for operating without a legal license.
Vy confirmed that following the alleged assault, an inspection found that the center had failed to show an operation license.
As a result, the ward authorities ordered the center to shut down temporarily.
“The center has been closed since Monday. Regarding the allegations of child abuse by parents, the local police have been involved and will take further actions,” Vy explained.
He said that this was the first martial arts club to operate under a center model and charge tuition fees in the ward.
Until now, all martial arts and sports clubs in the ward, which are operational under the umbrella of the Khue Trung Ward's cultural and sports center, have been legally recognized.
Kieu Phan Tuan, head of the Cam Le District Culture, Information, and Sports Center, told reporters that to establish a martial arts club, it is mandatory to register for operations at a local ward where the club is based.
To be approved by the ward, clubs must comply with the guidelines outlined in Circular No. 18 issued by the Ministry of Culture, Sports, and Tourism, which specifies the requirements for sports clubs.
As reported by Tuoi Tre (Youth) newspaper, Nguyen Tan Hung, the father of a learner, identified as N.T.N.M., at SEUNG RI Taekwondo Center, recounted that on Thursday night last week, he picked up his son from the taekwondo class.
Upon returning home, his son revealed that he had been physically assaulted by older learners in the class, which caused him considerable pain.
P.Q.P., a trainee born in 2007, admitted to beating the younger one.
P. explained that on Thursday afternoon, he and some older learners were tasked by their coach, Nguyen Van Kin, with leading the class in warm-up exercises and physical training.
M. disrupted the class, and despite repeated warnings, the younger student did not obey.
“I used a chicken leg pad to hit him on the buttocks to remind the class to stay focused. Later, I also kicked him,” P. stated, adding that both times, he targeted the learner’s buttocks and not any other body part.
