The administration of Hanoi has announced a traffic management plan for 2025, focusing on public transport improvements, congestion reduction, and accident prevention.

As per the plan, the Vietnamese capital will strive to increase the use of public transport to 20 percent; reduce road traffic incidents, fatalities, and injuries by five percent compared to 2024; resolve 8-10 major traffic congestion hotspots; and prevent jams lasting over 30 minutes.

The municipal Department of Transport has been tasked with collaborating with various agencies and local authorities to organize traffic flow, enhance infrastructure, and implement stricter enforcement of traffic laws. 

Special attention will be paid to high-risk areas prone to accidents or congestion.

Hanoi’s police will oversee traffic management and enforce safety in high-density areas.

Violations by public employees, students, and other groups will be reported to their respective organizations and the municipal Department of Home Affairs for disciplinary action. 

Similarly, underage drivers and those who entrust them with vehicles will face strict penalties, with notifications sent to families, schools, and the Department of Education and Training.

These measures are intended to instill accountability and reinforce safe driving habits.

Police will also coordinate with national traffic authorities to monitor major expressways passing through Hanoi, ensuring smooth transit during peak periods, including the upcoming Tet (Vietnamese Lunar New Year).

Earlier, Prime Minister Pham Minh Chinh highlighted traffic congestion as one of Hanoi’s pressing issues during a regional conference held in the capital city on Tuesday.

He urged the city to mobilize resources to address gridlock, revive polluted rivers, and improve of locals' living conditions.

Recent observations by Tuoi Tre (Youth) newspaper revealed that traffic congestion in Hanoi extends beyond peak hours, with major routes such as Lang, Truong Chinh, and Thang Long Boulevard frequently experiencing gridlock.
