Vietnam imposes anti-dumping duties on steel imports from China

The Vietnamese Ministry of Industry and Trade announced a temporary anti-dumping duty on hot-rolled coil (HRC) steel imported from China on Friday, with tariffs ranging from 19.38 percent to 27.83 percent.

In an official notice, the ministry stated that the temporary duty on Chinese HRC would take effect on March 7, 15 days after the announcement. 

The duty will remain in place for 120 days and will apply to both alloyed and non-alloyed HRC products, with thicknesses ranging from 1.2 mm to 25.4 mm and widths not exceeding 1,880 mm.

The move came seven months after Vietnamese authorities launched an anti-dumping probe into HRC imports from China and India in July 2024, following a petition filed by local producers Hoa Phat Group and Formosa Ha Tinh Steel in March the same year.

The two steelmakers, which produce 8.6 million metric tons of steel annually, with domestic demand around 13 million metric tons per year, presented evidence of HRC dumping from China and India. 

The calculations indicated that the dumping margin for HRC from these two countries was as high as 27.83 percent.

Despite the investigation, steel imports from China continued to rise sharply, raising concerns about the potential impact on the domestic market. 

Customs data shows that in 2024, Vietnam’s HRC imports totaled 12.6 million metric tons, marking a more than 33-percent increase compared to 2023. 

Of this, 9.03 million metric tons were imported from China, marking a 37.2-percent year-over-year increase, according to S&P Global Trade Atlas.

As a result, the Vietnamese Ministry of Industry and Trade imposed the temporary duty ranging from 19.38 percent to 27.83 percent on Chinese HRC. 

The ministry also stated that no provisional anti-dumping duty will be imposed on HRC imports from India due to the limited import volumes during the investigation period.
