Former Vietnamese deputy defense minister receives Japan’s Order of the Rising Sun

The Japanese government has awarded an Order of the Rising Sun to Vietnam’s Senior Lieutenant General Nguyen Chi Vinh for his great contributions to promoting the security and defense relationship between the two countries.

The Japanese Embassy in Hanoi held a ceremony on Wednesday to present the Order of the Rising Sun, Gold Rays with Neck Ribbon, which is awarded by the Japanese government each year to individuals from both Japan and abroad who have made distinguished contributions to the advancement of the East Asian country, to former Deputy Minister of Defense Nguyen Chi Vinh.

Sen. Lt. Gen. Vinh, a native of central Thua Thien-Hue Province, held the position of general director of General Department II under the Ministry of National Defense, leading military intelligence work for nearly eight years from 2002 to 2009, according to the Vietnam News Agency.

The official earned a doctoral degree in international relations in 2003 and was granted the title of associate professor seven years later.

He has also achieved notable qualifications in advanced political theory.

He became Deputy Minister of Defense in 2009 when he was a lieutenant general.

Two years later, Vinh was promoted to senior lieutenant general and continued to hold the post until June 2021. His tasks were related to diplomacy, intelligence, and peacekeeping.  

The official was a member of the 11th and 12th Party Central Committee in 2011 and 2016, respectively.

Speaking at Wednesday’s ceremony, Japanese Ambassador to Vietnam Takio Yamada credited the significant progress in defense cooperation between Japan and Vietnam to the valuable contributions of Sen. Lt. Gen. Vinh, Quan Doi Nhan Dan (People’s Army) newspaper reported.

For his part, Vinh expressed his gratitude to the Japanese government for the esteemed recognition and to Ambassador Yamada and other attendees during the ceremony.

The 66-year-old stated that defense cooperation remains a crucial aspect of the extensive strategic partnership between Vietnam and Japan.
