Vietnamese province Party chief says promotion of eight kindred ‘procedural’

Party Chief Trieu Tai Vinh of northern Vietnam’s Ha Giang Province on Saturday confirmed Internet rumors that eight of his family members and relatives are holding key positions in various provincial bodies, but said their promotion had followed proper procedures.
Rumors surfaced on social media in Vietnam on Saturday morning that eight of Vinh’s family members and relatives, including his wife and brothers, had been promoted to key administrative positions in such bodies.
Vinh’s wife, four brothers and sisters, brother-in-law, and two cousins were listed in the piece of information, which also included their respective positions in different posts.
The Party chief confirmed to Tuoi Tre (Youth) newspaper the same morning that the eight officials listed are indeed his family and relatives.
Vinh said, however, that one should “look into the nature of the issue,” which is the officials’ capability and efficiency in their work, instead of the “apparent phenomenon,” or the positions they are holding.
According to the Party chief, the central inspection committee had already looked into the issue and concluded in May that the promotion of the officials in the province adhered to formal procedures.
Vinh added that one would be skeptical by merely looking at the family tree, but “[they] would see that there’s no dishonesty involved” by examining individual cases.
“Not only did I not favor my family and relatives, I have also voiced my objection several times to suggestions by the provincial Party Standing Committee to appoint my kin to administrative positions,” Vinh said.
The Party chief claimed that his wife Pham Thi Ha, who is currently the deputy director at the provincial Department of Agriculture and Rural Development, had twice turned down promotion offers in 2006 and 2009 for family reasons.
Vinh added he had also rejected similar suggestions in the cases of his brother and brother-in-law.
“All these people have been in the province’s staff planning, and their appointments were decided by the collective Party Standing Committee, of which I’m only one member,” Vinh explained.
