The Airports Corporation of Vietnam (ACV) has proposed beginning work on the new T3 terminal of Tan Son Nhat International Airport in Ho Chi Minh City this Saturday.
According to ACV, on December 9, it completed transferring the capital for site clearance and compensation totaling nearly VND143.9 billion (US$6.1 million) for the terminal project to the compensation and site clearance board of Tan Binh District, where the airdrome is located.
The capital was handed over two days after the Ministry of National Defense approved the compensation plan for the terminal project on December 7.
Early last week, the compensation and site clearance board of Tan Binh District handed over the capital to two military units garrisoned at the airport, specifically over VND91 billion ($3.8 million) to Division 370 and some VND52.8 billion ($2.2 million) to Brigade 918.
Both units are under the Ministry of National Defense’s Air Defense and Air Force Service.
ACV affirmed that it had worked closely with the authorities of Tan Binh District and the Air Defense and Air Force Service to complete the site clearance work, ensuring the progress of the T3 terminal project as required by the prime minister.
The government on July 28 this year issued Resolution 93/NQ-CP removing obstacles in the handover of military land for the T3 terminal project and a road connecting to the terminal.
In particular, the government allowed the Ministry of National Defense to hand over 27.85 hectares of military land in Tan Binh District to the Ho Chi Minh City People’s Committee, including some 16.05 hectares to make room for the T3 terminal project at Tan Son Nhat International Airport and 11.8 hectares for a road connecting Tran Quoc Hoan and Cong Hoa Streets.
As for the handover progress, the land for the terminal would be handed over in two phases.
In the first phase, nearly 14.8 hectares of land would be handed over right after the issuance of the government’s resolution.
Meanwhile, the remainder would be transferred after the settlement of Vietstar Airlines Multirole Corporation’s assets.
Meanwhile, the 11.8 hectares of land for a road linking Tran Quoc Hoan and Cong Hoa Streets would be handed over after the Ho Chi Minh City People’s Committee transfers the capital for site clearance and compensation to military units so that they can rebuild their barracks and facilities affected by the project.
The prime minister on May 19, 2020 approved the T3 terminal project with a capacity of 20 million passengers per year.
ACV was assigned to be the investor of the project, which requires an estimated investment of nearly VND11 trillion ($464.3 million), sourced from ACV’s budget.
The T3 terminal is one of the important projects that help increase the capacity of Tan Son Nhat International Airport in Ho Chi Minh City to 50 million passengers per year.
The project was planned to be conducted within 37 months.
After getting the prime minister’s green light, ACV approved the project in November last year and chose a contractor responsible for technical design and consultancy for the terminal project.
After a preparation period, ACV urged the Ministry of Transport to ask for the prime minister’s permission to hand over the land for the project earlier than planned so that it could complete the bomb and mine detection and disposal and start work on the project in May this year.
However, the project has yet to be kicked off due to hindrances in site clearance.
