Hanoi has a plan to develop two new cities in the north of the Red River and the west of the capital, targeting to make them a service and international integration city and a science-technology and education-training city, respectively.

The municipal People’s Committee has submitted a statement to the municipal People’s Council, proposing the approval of the city’s urban space and infrastructure development orientation until 2045.

According to the statement, the city in the north of the Red River will include Dong Anh, Me Linh, and Soc Son Districts.

The city will cover some 622 square kilometers of land and be home to 3.25 million people by 2045.

The Hanoi People’s Committee expects this city, together with Noi Bai International Airport and industrial parks to become an international trade, logistics, and cargo transit hub.

The city center will be in the south of Noi Bai International Airport and near a smart city in the north of Hanoi, the National Convention Center, and the Co Loa relic complex.

It will be a smart city.

The administration in Hanoi will allow the construction of high-rise, modern, and green buildings in some areas in the north of the Red River while preserving and promoting the Co Loa relic complex and the Thiep River.

Meanwhile, the city in the west of the capital will cover the Hoa Lac Urban Area in Quoc Oai and Thach That Districts and Son Tay Town as well as Xuan Mai Urban Area in Chuong My District.

It will have an area of 215 square kilometers and a population of 1.2 million people by 2045.

The inner-city area will cover 135 square kilometers and accommodate 1.08 million people, while suburban areas will be 116 square kilometers and house 0.12 million people, according to the Hanoi People’s Committee statement.

The capital authorities will expand the city in the west to the Tich and Bui river areas in the future.

Hanoi plans to develop Hoa Lac into a leading hi-tech, high-quality education and training, research, digital technology, artificial intelligence, and technology application and transfer hub with research centers, universities, and labs.

Meanwhile, Xuan Mai will become an education, research, and support service hub with startup, research supporting centers, a public lab, and a service center.
