VNeID, short for Vietnam Electronic Identification, integrates various features across multiple sectors and is expected to become a national super application for digital transformation.
Developed by the Ministry of Public Security’s National Center for Population Database in September 2019, VNeID, a mobile application, was built to check health and travel declarations amid the COVID-19 outbreaks.
Until now, the app has had various features linked to several fields to replace traditional documents and offer utilities to digital citizens, digital government, and digital society.
The ministry has issued over 87.9 million plastic chip-based ID cards, collected more than 79.8 million electronic identification records, and activated over 58.3 million VNeID accounts.
There are an estimated 1.5 million daily VNeID users.
VNeID promotes access to online public services
Features integrated into VNeID have been continuously improved to allow residents to engage with public services via their smartphones, reducing wait and travel times associated with visiting government offices in person.
The VNeID app currently consists of a wide array of features related to documents, administrative procedures, social welfare, health records, and other public services.
Residents can use electronic identification accounts in the VNeID mobile app, which is considered having the same legal value as a plastic chip-based ID card, a driver's license, a vehicle registration certificate, health insurance, a birth certificate, and a passport, among others.
As per a regulation with effect from July 1, commuters can show their driver’s license and vehicle registration certificate via the VNeID app when being checked on the street by traffic police officers.
In addition, from August 1, residents can use their VNeID accounts to register for locally produced and assembled cars.
As planned, Vietnamese citizens holding a level-2 VNeID account can register for imported and completely built cars from January 1, 2025.
Also, residents can use their VNeID accounts for permanent residence, temporary residence, and temporary absence registrations.
Moreover, the app includes a feature allowing residents to report crimes with strict confidentiality for whistleblowers.
Many residents are tapping the convenience of electronic health records through the VNeID app, which has integrated the medical information of over 15 million citizens.
As of November 20 this year, as many as 58 of the total 63 localities had begun issuing criminal record certificates on the VNeID app.
As for the banking sector, 56.8 million customers have seen their biometric and ID data integrated into their VNeID accounts.
VNeID plays a crucial role in state governance
Under Scheme 06, approved by the prime minister in 2022, which focuses on leveraging population data, identification, and electronic authentication for national digital transformation during 2022–2025, with a vision toward 2030, the VNeID app will be further developed.
Planned features include non-cash payments, e-wallet integration, electricity and water bill payments, stock transactions, and pension and unemployment payments, among others.
VNeID not only benefits residents, but also plays a key role in state governance.
The app enables state agencies to accurately and promptly collect personal information, streamlining administrative procedures for officials.
VNeID also minimizes waste and errors associated with traditional paperwork, while reducing costs and saving time for both citizens and the state.
Prime Minister Pham Minh Chinh has previously urged the Ministry of Public Security to work with ministries, departments, and provinces and cities to build a detailed road map for factoring various essential features into the VNeID app.
Specifically, the integration of features related to electronic criminal records, health records, and birth and marriage certificates must be completed prior to the end of the year.
