Many streets in Ho Chi Minh City face encroachment from vendors or motorcycle parking, but examples do exist of sidewalks that are neat, clean, and well-organized.
The issue of sidewalk and roadway encroachment in Ho Chi Minh City continues to be a hot topic.
Pedestrian walkways are often turned into spaces for food stalls and parking lots, which not only obstruct traffic but also tarnish the cityscape.
However, several streets in District 1 and District 3 maintain order and lead the way for clean and safe sidewalks.
These examples align with pioneer programs charging fees for the temporary use of sidewalks and roadways.

Dong Khoi, Hai Ba Trung, Nguyen Hue, Le Loi, and Nguyen Trai Streets in District 1, and Nguyen Dinh Chieu, Pham Ngoc Thach, and Le Quy Don Streets in District 3 are prime examples of effective sidewalk management and organization.
In these districts, the sidewalk encroachment for street vending and illegal parking has been significantly reduced.
Pedestrian spaces are now ensured, making movement easier while maintaining an orderly manner for vendor operations and parking.

A representative from the urban management unit in District 1 reported that they had collected over VND2.8 billion (US$109,347) from 542 cases of temporary use of sidewalks and roadways.
The District 1 People's Committee has directed the urban management unit and local wards to regularly monitor sidewalk use and develop appropriate fee collection methods to enhance urban efficiency.
